Philadelphia Forward Launches BUDGETWATCH

The budget seems so complex and hard to understand for the layperson.  With the debut of Philadelphia Forward's new feature -- BUDGETWATCH -- we can pull back the curtain of the city's budget process to take a look inside the city budget machinery.
